Biography

Tomasz Karpisz received the B.Sc. degree in radiocommunication and multimedia technology, the M.Sc. degree in telecommunications, and the Ph.D. degree (with honors) in automation, electronics and electrical engineering from the Warsaw University of Technology, Warsaw, Poland, in 2013, 2015, and 2020, respectively. From 2016 to 2017, he was a Visiting Researcher with the School of Electrical Engineering and Telecommunications, University of New South Wales, Sydney, Australia. From 2020 to 2022, he was an Assistant Professor with the Institute of Radioelectronics, Warsaw University of Technology, and concurrently Lead Engineer with EMARGES sp. z o.o., Warsaw, Poland. Since 2022, he has been a Postdoctoral Associate and since 2026 Research Associate with the National Institute of Standards and Technology (NIST), Boulder, CO, USA. Dr. Karpisz’s research interests include traceable scattering-parameter metrology, on-wafer calibration and de-embedding, measurement uncertainty analysis from DC through millimeter-wave frequencies, resonant and quasi-optical methods for dielectric material characterization, and chip-scale electro-acoustic measurement platforms. During and after his doctorate he developed the electromagnetic model, instrument architecture, calibration methodology, and control software of a Fabry–Pérot Open Resonator for the characterization of low-loss dielectrics from 20 to 110 GHz, which was subsequently commercialized and has been deployed at semiconductor manufacturers, materials suppliers, and more than fifty universities and research institutions worldwide. At NIST he works on traceable millimeter-wave calibration in the WR-6 waveguide band and on measurement infrastructure for the Innovations in Measurement Science and CHIPS Act programs. He has authored or co-authored 27 peer-reviewed journal articles and 31 conference contributions. Dr. Karpisz is a member of the IEEE P2822 Standards Committee developing recommended practices for microwave, millimeter-wave, and terahertz on-wafer calibration, de-embedding, and measurement. In 2021 he was awarded a LIDER programme grant by the Polish National Centre for Research and Development as Project Leader. He received the Award of the Polish Minister of Science and Higher Education for significant achievements in implementation activities in 2023, the Rector’s Award of the Warsaw University of Technology for the best doctoral dissertation in 2020, and second prize in the national competition for the best Ph.D. thesis in radiocommunication and multimedia technology in 2021. He was a recipient of the Second Prize in the Student Paper Competition at MIKON 2018 and an Honorable Mention in the Student Paper Competition at the 2018 IEEE MTT-S International Microwave Symposium.
