Biography

Manoj Stanley earned his Ph.D. in Electrical Engineering from the University of Liverpool in 2019. Since then, he has been part of the Department of Electromagnetic and Electrochemical Technologies at the UK’s National Physical Laboratory (NPL), where he currently serves as a Senior Scientist. He is a leading UK authority in cryogenic RF metrology and a recognised expert in advanced high‑frequency engineering. His work focuses on solving measurement and infrastructure challenges essential to next‑generation quantum technologies and resilient future communication systems. Dr. Stanley has pioneered multiple national and international initiatives for example through the UK’s National Quantum Technologies programmes and global collaborations to strengthen the quantum computing supply chain by developing robust cryogenic microwave measurement standards, methodologies, and capabilities.

Stanley plays a prominent role in shaping the future landscape of quantum‑technology standards. He contributes to the British Standards Institution through the ICT/4 “Quantum Technologies” committee and to European standardization efforts via CEN‑CENELEC JTC 22/WG2. He is also an executive committee member of the RF and Microwave Technical Network within the Institution of Engineering and Technology and an affiliate member of IEEE MTT-3 Microwave Measurements committee. In 2025, he joined the editorial leadership of the EuMA International Journal of Microwave and Wireless Technologies as an Associate Editor. Since 2023, he has also served on the Industrial Liaison Group at London Metropolitan University, supporting strategic academic–industry engagement.

His past leadership includes serving as Operations Officer for European Microwave Week 2021, the first major in‑person microwave conference following the COVID‑19 pandemic, attended by more than 2,000 participants. He is also the founder and host of the annual “Microwaves in Quantum Computing” webinar series, sponsored by the IET, which draws more than 400 attendees from around 40 countries to accelerate innovation at the interface of microwave and quantum technologies.
