Biography

James Skinner received a first class Masters degree (first class) in Electronic Engineering from Queen Mary University London in 2016, and is currently studying a PhD in Microwave Engineering at Imperial College London.
In 2016 he joined the UK’s National Physical Laboratory (NPL) as a microwave metrologist, responsible for operating and maintaining the UK primary RF standards in coaxial and waveguide media. Since 2020, he has authored and co-authored over 40 scientific publications on metrology research from kHz to THz frequencies, covering topics including sub-THz waveguides, cryogenic measurements for quantum computing, time-domain metrology, characterization of millimeter-wave systems and novel VNA calibration techniques.
James was awarded the ARMMS Steve Evans-Pughe Prize in 2024, and the Best Oral Presentation prize at the 105th ARFTG Conference in 2025. He currently serves as secretary for the IEEE P1785 working group for rectangular waveguide standards above 110 GHz.
